We created these guidelines together with the community to ensure we can all achieve a mutually peaceful, respectful, supportive and kind existence under this digital home we call kootumb.

Violating these may result in content or account removal. Enforcement will remain transparent and open to feedback.

🌎 Embrace Diversity

Diversity makes our community stronger. On kootumb, we embrace people of all backgrounds, beliefs, and experiences. We protect and encourage differences across:

Avoid assigning assumptions based on nationality, gender, or ideology. Labels limit connection and understanding. Treat every user on kootumb as a unique individual.

✌️ Be Courteous and Respectful

Respect others in speech, tone, and behavior. Here’s how:

• Acknowledge others — remember there’s a real person on the other side.
• Stay calm, avoid reacting in anger.
• Don’t escalate — disengage if needed or report.
• Ask questions to understand, not to argue.
• When discussions stall, respectfully exit.
• Block instead of fueling toxic interactions.

🕴 Respect People’s Privacy

As a privacy-first platform, kootumb prohibits sharing:

• Personal information without consent
• Private images or videos
• Private opinions not meant for public sharing
• Photos of individuals without permission

🕊 Curb Hate

No hate speech. Content that humiliates, degrades, or dehumanizes will be removed. kootumb is for uplifting, not tearing down.

😬 Avoid Spamming

Don’t use kootumb to advertise, phish, or spread malware. Such actions will be flagged as spam.

🥳 Be Yourself

Be authentic or anonymous — but never impersonate someone else. Pretending to be a public figure or another user violates trust and our policies.

🤖 Keep the Bots Out

Automation scripts and bots are not allowed. Detected accounts may be suspended or banned.

🙏 Keep Content Legal

Strictly prohibited:

• Violent or self-harm incitement
• Graphic or extreme violence
• Child abuse or exploitation
• Terrorist content
• Sharing copyrighted content illegally

Offenders will be reported and removed from the kootumb platform.

🚮 Ditch the Pornography

Pornographic content is not allowed. This includes explicit images, videos, or links. Artistic nudity may be reviewed in the future once content filtering tools are in place.

🏡 Embrace Shared Responsibility

We all build this community. Help by:

• Discussing instead of reacting with anger
• Reporting content that breaks guidelines
• Empowering your groups with moderators

📝 Notes

Photos of Children

• Don’t share others’ kids’ photos without parental consent
• Limit sharing to private circles
• Always ask the child if they’re old enough to answer

On Harmful Beliefs

Some beliefs cause harm and will not be tolerated on kootumb, such as anti-vaccination propaganda proven to endanger public health.

Beliefs will be considered harmful if:

• Scientific consensus proves harm
• They incite physical harm
• They are exclusionary and preached widely

This review process will remain transparent and open to discussion.

Non-Sexual Nudity

At present, kootumb does not allow nudity unless clearly part of artistic, educational, or historical content (e.g., sculptures or paintings).

We may allow non-sexual nudity in future when safe filtering tools are in place.

🔫 Violence and Incitement

At kootumb, the safety of our community is paramount. We strictly prohibit content that:

• Encourages or incites real-world violence
• Contains credible threats to individuals or groups
• Targets protected characteristics (race, religion, gender, etc.) or immigration status

🔍 What We Evaluate

We assess content based on context, language, intent, and risk. This includes:

• Who is the target? (protected group, public figure, private individual)
• What is the speaker’s history or intent?
• Is there a real-world link to violence or risk?
• Could this unfold into offline harm?

❌ Prohibited Content

We will remove content including:

• Direct threats: “I'm going to kill you.”
• Conditional threats: “If you [action], I'll hurt you.”
• Aspirational threats: “I hope they die.”
• Threats of serious injury or death, even non-specific or metaphorical
• Kidnapping or abduction threats unless for awareness/support

🛡 Universal Protections

Everyone is protected from:

• Threats leading to death or serious harm
• Admissions of violent intent, unless contextualized (e.g., self-defense, law enforcement)
• Threats tied to sexual violence or torture

👶 Enhanced Protections

Private individuals, children, and protected groups are also protected from:

• Threats of low-level violence: “I’ll punch them.”

💣 Other Violent Content We Remove

• Hiring or offering violent services (e.g. mercenaries, hitmen)
• Weapon/explosive instructions with violent intent
• Glorification of rape or gender-based violence
• Threats of violence at sensitive locations (churches, schools, polls)
• Intimidation related to elections or voter suppression

🕵️ Coded or Veiled Threats

We also review hidden or indirect threats such as:

• Sarcastic or metaphorical threats tied to violence
• References to real or fictional violence: “Like in Movie X…”
• Storming places or bringing unspecified weapons
• Threats framed as retaliation (“They deserve it for what they said.”)

🗳 Election and Political Context

Specific to elections:

• Threats targeting election officials or watchers
• Intimidation at polling booths or vote-count centers
• Threats combining political claims with violent imagery

🛡 Self‑Defense Exception

We may allow threats of low-to-mid violence when:

• The threat is non-public (unnamed, non-public figure)
• It's in response to immediate real danger (home intrusion, physical attack)
• The response is proportional and reasonable

This exception is narrow. Broad, hypothetical, or non-proportional threats are still removed.

📌 Contextual Clues Strengthening Enforcement

• Target identity (e.g. a child or vulnerable person)
• Shared personal data that exposes someone to danger
• Evidence from user reports or public visibility
• Historical or cultural triggers for violence

When we see threats that fit this policy, we take action: ✂️ Remove content 🚫 Disable accounts 🚨 Report to law enforcement if there’s imminent risk.

😌 If you're unsure whether content crosses the line, report it. We investigate all reports thoroughly—together, we can keep kootumb safe and respectful.

⚠️ Coordinating Harm and Promoting Crime

To proactively prevent offline harm, violence, and dangerous behaviours, kootumb strictly prohibits any facilitation, organisation, promotion, or admission of involvement in criminal or harmful activities. This applies to actions directed at people, businesses, property, and animals. Our platform supports free speech, including debates about legality, and reporting harmful acts, provided these do not cross into endorsing or planning real-world harm.

❌ What Content We Remove

👥 Harm Against People

Exposing private or sensitive information (known as outing) can put individuals at risk of harassment, violence, or discrimination. Therefore, we remove:

• Outing risk groups: Publishing identities or locations of people alleged to belong to vulnerable or targeted groups, such as:
  • Members of outing-risk communities (e.g., LGBTQIA+ in hostile regions)
  • Individuals connected by family or romantic ties to these groups
  • Those professionally supporting these groups (e.g., advocates, lawyers), except political figures in public office
• Undercover personnel exposure: Revealing the identity or undercover status of law enforcement, military, or security agents, particularly if the post contains identifiable information like:
  • Name, face, or badge
  • Law enforcement agency or operation details
  • Explicit statements about undercover roles
  This is strictly removed due to the high risk of endangering agents and ongoing investigations.
• Swatting: Coordinating or threatening swatting attacks — sending false emergency reports to provoke armed police responses — is strictly prohibited unless content is purely condemning, raising awareness, fictional/staged, or indicating redemption.
• High-risk viral challenges: Content that depicts, promotes, encourages participation in dangerous viral challenges (those with a history of causing physical or psychological harm) is removed unless clearly raising awareness or condemning the risks. Such content will be labeled to alert users.

🐾 Harm Against Animals

We aim to protect animals from abuse and exploitation. We remove content that coordinates, supports, or admits to harming animals, except in specific contexts:

• Raising awareness about animal cruelty or condemning such acts
• Showing redemption or remorse for past harmful behaviour
• Acts of survival or self-defence for humans or animals
• Fictional or staged depictions — except those showing staged animal fights or fake rescues, which are removed
• Legal and cultural exceptions including hunting, fishing, religious sacrifices, food processing, pest control, mercy killing, and bullfighting

Coordinating, threatening, or depicting staged animal fights or fake rescues are strictly removed unless clearly condemning or raising awareness.

🏚 Harm Against Property

Content that supports or admits to vandalism, theft, or destruction of property is removed except in:

• Context of raising awareness or condemning the act
• Fictional or staged settings clearly indicated as such
• Statements admitting to acts committed in self-defence or defence of others
• Depictions of vandalism related to protest contexts or street art/graffiti
• Positive discussion of vandalism or theft by others (e.g., praising looting) is removed to avoid promoting criminal acts

🗳 Voter and Census Fraud

Integrity in democratic and census processes is critical. Therefore, we remove:

• Offers or requests to buy/sell votes in exchange for money, gifts, or services — except when shared to condemn, raise awareness, report news, or satirize.
• Content advocating, instructing, or showing intent to illegally interfere in voting or census participation (e.g., voting multiple times, falsifying household data), except for condemnation, awareness, news, or satire.

⚠️ Sensitive Content Labels

Content depicting high-risk viral challenges shared with the intent to condemn or raise awareness will carry a sensitivity label warning viewers about potentially disturbing imagery or themes.

🛡 Additional Enforcement Notes

Enforcement of these standards sometimes requires detailed context or supplementary information. We remove content in the following categories, especially where harm or risk is involved:

• Outing vulnerable individuals: Removing exposed identities of people at risk such as:
  • LGBTQIA+ members in hostile environments
  • Unveiled women facing social risk
  • Individuals wrongly labeled as sexual predators in sting operations
  • Persons involved in sensitive legal cases with non-disclosure protections
  • Witnesses, informants, activists, detainees, hostages
  • Defectors verified by credible government channels
  • Prisoners of war during armed conflict
• Deceptive or manipulated imagery: Content that misleads public perception of its source, especially if the depicted entity objects and if the image could cause public harm.
• Calls to block access to essential services: Including confirmed emergency vehicle blockages or obstructing others in ways that threaten their safety.
• Voter or census interference: Removing calls for coordinated actions that inhibit legitimate participation or spread false claims about legal consequences of voting/census participation.
• Threats combined with intimidation: Content threatening to monitor or intimidate voters, election officials, or post-election activities with violent or aggressive language.

💡 Guidance for users: When in doubt about your content, provide clear context or condemnation of harm, or avoid posting. Our goal is to keep kootumb a safe, responsible community.

🚨 Fraud, Scams, and Deceptive Practices Policy

At kootumb, we aim to protect users and businesses from being deceived out of their money, property, or personal information. We do this by removing content and combating behavior that uses misrepresentation, stolen information, or exaggerated claims to scam or defraud, or manipulate engagement. Educational and awareness content is permitted as long as it does not promote or facilitate fraud.

💸 Loan Fraud and Scams

• Offers loans requiring advance payment to access funds.
• Guarantees loan approval without financial background checks.
• Unverified financial entities promoting misleading offers.

🎰 Gambling Fraud and Scams

• Gambling services that guarantee winnings.
• Match fixing, rigged outcome claims, or requests for inside tips.

📈 Investment or Financial Fraud and Scams

• Guaranteed or risk-free return investments.
• Pyramid schemes based on recruiting others.
• “Cash/money flip” schemes promising rapid profits.

💳 Money Muling and Laundering

• Requests to use personal bank accounts for transferring money.
• Fake job offers involving money transfers to third parties.
• Offers to help launder money via SWIFT or similar methods.

🕵️ Inauthentic Identity Fraud and Scams

• Charity scams involving fake emergency donation requests.
• Romance scams seeking companionship to extract money.
• False representation of a known organization or person.

🎁 Product or Reward Fraud and Scams

• Fake government grant promises.
• Scams involving cults or organizations like “Illuminati” offering rewards.
• Magical item fraud – spells, amulets, lucky charms, etc.

• Links that ask users for personal information or contact off-platform.

💰 Advance Fee Fraud and Scams

• Promising large payments after paying an upfront fee.

📝 Fake Documents and Certificates

• Fake visas, green cards, identity papers, or certificates.
• False approvals bypassing legal processes.

💵 Counterfeit Currency & Vouchers

• Fake money offers (except clear game money).
• Fake coupons, vouchers, or attempts to manipulate pricing.

🔐 Stolen Info and Services

• Carding (trading stolen financial details).
• Selling PII (personal identifiable information).
• Fake review schemes or paid review incentives.
• Sharing credentials for paid subscription services.

🧪 Cheating and Unauthorized Use

• Selling exam papers or cheating aids.
• Devices modified for inaccurate pricing.
• Unauthorized streaming or digital access tools (e.g. jailbroken boxes).

⚠️ Misleading Health Practices

• Clickbait health claims or weight loss exaggerations.

Note: Content with unrealistic results will be age-restricted (18+).

📌 Special Enforcement Cases

• Fraud flagged by trusted sources.
• Scams involving vaccines or impersonation of public figures.
• Surveillance device sales like spy cams or phone trackers.
• Scam-based lawsuit recruitment with sensational claims.
• Subscription scams requiring sensitive user input.
• Use of multiple accounts for organized fraud.

⚠️ Satirical content mocking fraudulent behavior may be allowed with context.

Allowed: Awareness, education, or condemnation of fraud is permitted on kootumb – provided no sensitive information is revealed and fraud is not promoted.

🚫 Child Sexual Exploitation, Abuse, and Nudity Policy

At kootumb, we do not allow any content or activity that sexually exploits or endangers children. Apparent child exploitation is reported to the National Center for Missing and Exploited Children (NCMEC) as required by law. Even content shared with good intentions, such as nude images of one’s own children, is generally removed to prevent misuse or misappropriation.

We work closely with child safety experts to enhance our protections, especially regarding online safety for minors. Our enforcement combines expert consultation and detection technology to help keep kootumb safe.

• Content that threatens, depicts, praises, supports, or instructs others on sexually exploiting children, including real or non-real depictions (AI, dolls, illustrations, etc.).
• Explicit or implied sexual intercourse, oral sex, or stimulation involving children or animals.
• Sexualised portrayals of children including:
  • Use of restraints, signs of arousal, focus on genitalia, sexualised costumes or settings.
  • Presence of aroused adults or sexual devices.
  • Open-mouth kissing, breast stimulation (except breastfeeding), or by-products of sexual activity.
• Sexual fetish content involving children or mocking/identifying alleged victims.

📨 Solicitation of Sexual Content or Activity

• Child sexual abuse material (CSAM).
• Nude or sexualised imagery of real or non-real children.
• Soliciting sexual encounters with minors.

💬 Inappropriate Interactions with Children

• Planning or arranging sexual encounters with children.
• Sexualised conversations or exposure to explicit content in messages.
• Requesting or sending sexual content privately to/from children.

💣 Sextortion and Exploitative Imagery

• Coercing money, favors, or imagery using threats to reveal intimate material.
• Threatening or sharing real or non-real private sexual imagery or conversations.

📷 Sexualisation of Children

• Content (photo, video, art, digital, verbal) sexualising children.
• Groups, pages, or profiles dedicated to such content.

🧼 Child Nudity

• Close-ups of real or non-real children’s genitalia or buttocks.
• Nude toddlers or minors showing visible genitalia, anus, or uncovered female nipples.
• No clothing from neck to knee (even if genitalia not visible).
• Exceptions only for health or non-sexual depictions in real-world art.

🛑 Non-Sexual Child Abuse

• Depictions of non-sexual child abuse (real or non-real), unless artistic (e.g., cartoons, films).
• Content encouraging, instructing, or praising non-sexual child abuse.

📌 Enforcement and Moderation

• Accounts violating this policy are removed or restricted by our reviewers and systems.
• Adults may lose access to features (e.g., following others) based on unsafe behaviors.
• Content may receive a warning screen and 18+ restriction if it depicts:
  • Police/military committing non-sexual child abuse.
  • Abuse content left up to assist in rescuing a child (by request of authorities).
• Religious ritual immersion of children may display with a sensitivity screen.
• News agency images showing child nudity in humanitarian crises may be removed or labeled sensitive, depending on context.
• We may remove any content identifying victims (even indirectly) or minors at risk, based on reports by the victim, guardian, law enforcement, or trusted partners.

Allowed: Content raising awareness or educating about child safety is permitted on kootumb — as long as it does not contain exploitative, graphic, or identifiable depictions.

🚫 Bullying and Harassment Policy

At kootumb, we prioritise the safety and dignity of our users. We do not tolerate bullying or harassment, including threats, doxxing, repeated unwanted contact, or any form of malicious behaviour across kootumb and kootumb's other platforms,. Our policies protect both public and private individuals, with extra safeguards for minors.

🎯 Policy Rationale

We allow discussion and critique of public figures, but draw a clear line at severe or directly tagged attacks. Public figures include political leaders, widely followed creators, and individuals covered by major media. Private individuals and minors receive broader protections due to the emotional and reputational harm bullying causes.

• Unwanted contact (repeated, sexually harassing, or mass-directed)
• Calls for self-harm or suicide
• Attacks related to sexual assault, exploitation, or domestic abuse
• Statements or admissions about sexual activity/harassment
• Derogatory sexualised commentary or altered imagery
• Disgust or degradation toward bodily processes (menstruation, vomiting, etc.)
• Claims denying or mocking violent tragedies
• Threats to release personal data (doxxing)
• Claims related to STIs, physical inferiority, or death/illness celebrations

🧒 Tier 2: Added Protections for Minors, Private Adults & Limited-Scope Public Figures

• Claims about sexual activity (except criminal accusations)
• Sexualising any adult (minors are covered under separate policy)
• Dehumanising comparisons (to animals, disease, filth, etc.)
• Manipulated media to highlight physical traits negatively
• Ranking or degrading physical/character traits
• Content depicting or glorifying physical bullying

🔐 Tier 3: Extra Protections for Private Minors, Adults & Involuntary Public Figures

• Targeted cursing
• Claims about sexual orientation or gender identity
• Statements supporting exclusion or rejection
• Negative comments about character or abilities
• Disgust/contempt without legal or review context
• Self-reported harms: first-person bullying, comparisons, religious identity claims

👶 Tier 4: Maximum Protections for Private Minors

• Allegations of criminal/illegal activity
• All videos/images of physical bullying
• Female-gendered derogatory terms

💬 Enforced on Pages, Groups, Events & Messages

• Mass harassment via any platform feature
• Sexualised contact/content with confirmed unwanted intent
• Targeting vulnerable groups (activists, opposition, minorities, etc.)
• Mass-targeting individuals using personal surfaces (DMs, profiles)
• Disable accounts as part of state or adversarial harassment networks

📌 Context-Based Enforcement

• Remove unwanted content from Pages, Groups, Events if:
  • Reported by target or their authorised representative
  • Target is tagged or clearly identified
• Remove intent-based bullying/harassment if reported by the target
• Sexualising public figures removed when confirmed unwanted
• Sexual harassment via private contact is removed with confirmation

⚠️ Graphic and Violent Content Policy

At kootumb, we understand that users have different sensitivities regarding graphic and violent imagery. To maintain a safe and respectful space, we remove the most graphic content and apply warning labels to other sensitive material. We also restrict access to certain content for younger users to ensure age-appropriate experiences.

While we allow content that aims to raise awareness or condemn acts such as human rights abuses or armed conflict, our policies are designed to carefully balance expression and safety.

For paid ads, additional restrictions apply. Content deemed sensitive is ineligible for promotion, and we prohibit ads that feature shocking or sensational imagery.

🚫 We do not allow:

• Videos of people (living or deceased) in non-medical contexts showing:
• Dismemberment
• Visible innards (exposed organs, bones, muscle)
• Burning or charring
• Throat-slitting
• Live-streams of capital punishment
• Sadistic remarks about suffering or humiliation of people or animals
• Offering or soliciting graphic imagery with sadistic commentary

📌 Warning screen + Age restriction (18+):

• Videos or still images of people in medical contexts showing:
• Dismemberment, visible innards
• Burning or charring (including cremation)
• Throat-slitting
• Imagery of violent death or life-threatening events
• Capital punishment imagery (excluding live-streams)
• Brutality against people or groups
• Non-medical foreign objects piercing skin
• Graphic dental imagery (bleeding or injured teeth)
• Deceased fetuses or babies outside the womb (if no other person is present)
• Animal dismemberment, burning, boiling alive, visible blood, or acts of brutality

🔞 Age-restricted (18+):

• Partially or fully uncovered deceased people
• Deceased fetuses or babies outside the womb (with another person present)
• Needles piercing skin (non-medical contexts)
• Medical context injuries (pain, distress, medical tubing)
• Bodily fluids or human waste (blood, feces, vomit, etc.)
• Burning/exploding vehicles or high-impact vehicle crashes
• Animal birthing with blood/innards or insects coming out of animals
• Injured, suffering animals

🎭 Fictional but photorealistic or realistic imagery:

• People shown in realistic depictions of:
• Dismemberment, visible innards, burning, throat-slitting, violent death
• Non-medical piercing, bodily fluids or waste
• Deceased babies or fetuses outside womb
• Animals shown in realistic depictions of:
• Dismemberment, visible innards, burning, blood, insects emerging
• Live-to-dead transformations or acts of brutality
• Suffering injuries

⚖️ Enforcement notes:

• We remove imagery/audio of a confirmed violent death upon family request
• Charred or burning human imagery from self-immolation protest is not allowed
• We may allow violent death or life-threatening imagery if the depiction is incidental

🚫 Sexual Solicitation and Exploitation Policy

At kootumb, we support the right to discuss and raise awareness about sexual violence, sex work advocacy, and regulation. However, we strictly prohibit content that facilitates sexual encounters or commercial sexual services to prevent trafficking, coercion, and non-consensual acts. We also restrict explicit sexual language that could lead to solicitation.

🚫 We do not allow:

• Content that offers or asks for prostitution or sexual services, including:
• Sexual/erotic massages, sex chats, fetish/domination services
• Using slang terms for prostitution paired with pricing, contact, or location details
• Sexual solicitation with signs of transaction (money, gifts, etc.)
• Content that facilitates or promotes sexual encounters by:
• Offering sexual services or explicit imagery (e.g. nudes, sex videos)
• Sharing usernames or links to pornographic websites
• Sexually explicit language detailing:
• Genitals, arousal states, or sexual encounters

🔞 Age-restricted (18+):

• Discussions of sexual practices or experiences
• Usernames, links, or logos of adult subscription websites
• Sexually explicit language used humorously or satirically
• Sexually suggestive references to sexual encounters

📎 Sensitive label + Age restriction (18+):

• Sexually explicit content shared for education, awareness, or news when clearly not promotional

⚖️ Enforcement notes:

• Allowed in condemnation, education, or journalistic contexts
• Not prohibited: general discussion of sexual practices (subject to age restrictions)
• Some content may be allowed if clearly satirical and mocks or criticizes solicitation

🪪 Account Authenticity Policy

At kootumb, authenticity is a cornerstone of our community. We believe it fosters accountability and trust between people and our platform. We support diverse expressions of identity, while preventing impersonation and identity misrepresentation.

On kootumb and kootumb's other platforms, users are required to maintain a single account under their everyday name that reflects their true identity. Additional profiles may be created to reflect different interests or aspects of identity, such as business or hobbies.

🚫 We restrict or disable accounts that:

• Belong to underage children
• Impersonate another person or entity by using their name, image, or likeness to deceive others
• Create profiles or Pages that falsely speak on behalf of other people or organizations
• Engage in misleading identity misrepresentation, including repeated name or age changes, stock imagery, or false bio details
• Use names that violate our Community Standards

📎 On kootumb and kootumb's other platforms, further review may occur if you:

• Provide a false date of birth
• Use a name that is not the one you go by in everyday life
• Create a single account shared by multiple people
• Maintain multiple personal kootumb and kootumb's other platforms accounts
• Create accounts representing non-human entities such as pets, fictional characters, or businesses
