Our policies outline what is and isn’t permitted across kootumb and all associated platforms. If any content violates these policies, we reserve the right to take appropriate action, which may include removal or restriction of the content.
kootumb reserves the right to update or modify these policies as required. Any changes will be reflected transparently in our Policy Center, and such updates will serve as formal notice to our users regarding the revised terms across kootumb and its connected platforms.
Community Standards
kootumb’s Community Standards define what is and isn’t acceptable across kootumb and its affiliated platforms. If any content is found to be in violation of these standards, appropriate action will be taken, which may include content removal, restrictions, or warnings.
Each section of our Community Standards begins with a “Policy Rationale” that explains the purpose behind the rule, followed by clear policy guidelines that outline:
- Content that is strictly prohibited
- Content that may require additional context or verification
- Content that is permitted but shown with a warning screen
- Content restricted to adult users (18+ only).

We are committed to transparency. This document explains our

this Privacy Policy (" Policy") to provide you with all tools
necessary to understand how we collect, use and protect your

We treat User's privacy very seriously and make it a high priority

3. Information we collect
In order for our Service to work, we need to collect certain
Information from you. This Information may include Personal
Information, such as your name, but also some non-identifiable
information, such as session storage properties, metadata and basic
information about your device.
kootumb collects or receives information from users in different
ways. We ask you to provide basic Personal Information during the
registration process, such as your name and email address. Your
Internet browser or device on which you are using our app collects
certain information as well, such as your device/browser information
and IP address.
Once you register, your name and additional information that you choose to include in your profile is public and is visible to all Users of the Service. This information may include:
- the profile picture you upload;
- your name;
- location (provided optionally by Users, kootumb does not collect it automatically);
- other information that you decide to include in the "Bio" section of your Profile.
3.1. Usage Information
kootumb will inevitably collect some usage information automatically
when you visit and/or use the Service and store it in log files.
This information refers mainly to the technical information about
your use of the Service through your internet browser or mobile
device and is necessary for the correct technical functioning of the
Service.
We use this information to administer the Service and improve the
Site and our Services to our users' needs. This information may
include, but is not limited to:
- Usage information – how you use the Service. Device identifiers may be used for session management and deleted after the session.
- Services Metadata – technical details (like timestamp or formatting) stripped at early stages of processing.
- Session management cookies – a random, non-identifiable string used during logged-in sessions.

We enable Users to communicate with each other through the commenting functionality under posts. We advise not to disclose any personal or sensitive information in comments.
3.3. Information that you should not provide to us
We do not require any sensitive information, such as health/genetic information, racial/religious or ethnic backgrounds.

We obtain information when you voluntarily give it to us or through automated technologies.
- Direct disclosure – when you register or fill out your profile, or communicate with us.
- Automated technologies – your behavior and device details collected automatically.

Your profile data is public within the app. We minimize what is displayed.
6.1. Profile visibility
You control what information appears via 'Edit Profile'. We show only necessary details for proper service function.
6.2. Sharing with service providers
kootumb shares data only with third parties necessary for service functionality and under strict contracts. Currently, we use Amazon Web Services (AWS) for hosting and Stripe for payments.
6.3. Legal requirements
We may disclose data if required by authorities for security or legal compliance.
7. Information retention and deletion
We store your data while you're a user. Once you delete your account, your data is erased.
8. Users and the GDPR
You have rights under the GDPR, such as access, correction, deletion, and objection.

No hate speech. Content that humiliates, degrades, or dehumanizes will be removed. kootumb is for uplifting, not tearing down.
😬 Avoid Spamming
Don’t use kootumb to advertise, phish, or spread malware. Such actions will be flagged as spam.
🥳 Be Yourself
Be authentic or anonymous — but never impersonate someone else. Pretending to be a public figure or another user violates trust and our policies.
🤖 Keep the Bots Out
Automation scripts and bots are not allowed. Detected accounts may be suspended or banned.

Strictly prohibited:
- Violent or self-harm incitement
- Graphic or extreme violence
- Child abuse or exploitation

Offenders will be reported and removed from the kootumb platform.
🚮 Ditch the Pornography
Pornographic content is not allowed. This includes explicit images, videos, or links. Artistic nudity may be reviewed in the future once content filtering tools are in place.

- Don’t share others’ kids’ photos without parental consent

On Harmful Beliefs
Some beliefs cause harm and will not be tolerated on kootumb, such as anti-vaccination propaganda proven to endanger public health.
Beliefs will be considered harmful if:
- Scientific consensus proves harm
- They incite physical harm
- They are exclusionary and preached widely
This review process will remain transparent and open to discussion.
Non-Sexual Nudity
At present, kootumb does not allow nudity unless clearly part of artistic, educational, or historical content (e.g., sculptures or paintings).
We may allow non-sexual nudity in future when safe filtering tools are in place.

1. General
These Terms of Use govern the downloading and use of kootumb on any user device (computer, tablet, phone, etc.). These terms also apply to all software updates and may change in the future. If users do not agree with these terms, they cannot access or use any services on kootumb.
2. Our Service
kootumb is a social platform where you can share content, discover communities, and connect with others in a safe and friendly space. We value diversity and respectful behavior, guided by our community-crafted rules.
3. Using kootumb
Users must be at least 13 years old to use kootumb. During account creation, all information must be truthful and accurate. Once registered, users receive a license to use the platform software.
4. Your Content
kootumb does not claim ownership of your content (text, images, files, animations, etc.). However, by posting on the platform, you grant us a non-exclusive, royalty-free, worldwide, perpetual, transferable license to use, store, adapt, distribute, and display your content.
Content that violates copyrights, our Terms, or Community Guidelines may be removed.
5. Copyright Policy
kootumb follows the Digital Millennium Copyright
Act (DMCA) and will remove or restrict content that infringes on

6. Security

Some terms (e.g., copyright, arbitration, liability) remain enforceable even after account termination.
9. Disclaimers
kootumb does not take responsibility for user-posted content or consequences arising from such content, including content that may be harmful, obscene, defamatory, or unlawful.
10. Limitation of Liability
kootumb is not liable for indirect, incidental, special, or punitive damages—this includes data loss, revenue loss, or platform outages.
11. Arbitration Clause
All disputes must first be reported to kootumb at: kootumb.multimedia@gmail.com . These will be resolved through arbitration, in accordance with legal procedure. Arbitration is legally binding and remains valid even after license or account termination.
12. Governing Law
These Terms are governed by the laws of the Government of India.
13. Changes to Terms
Users will be informed of any updates, amendments, or replacements to these Terms. Continued use of the platform signifies acceptance. If you do not agree, please stop using kootumb.
14. No Waiver
kootumb’s decision not to enforce a right does not mean that right is waived. Failure to enforce any part of these Terms by any party does not invalidate other terms.

At kootumb, the safety of our community is paramount. We strictly prohibit content that:
- Encourages or incites real-world violence
- Contains credible threats to individuals or groups
- Targets protected characteristics (race, religion, gender, etc.) or immigration status
🔍 What We Evaluate
We assess content based on context, language, intent, and risk. This includes:
- Who is the target? (protected group, public figure, private individual)
- What is the speaker’s history or intent?
- Is there a real-world link to violence or risk?
- Could this unfold into offline harm?
❌ Prohibited Content
We will remove content including:
- Direct threats: “I'm going to kill you.”
- Conditional threats: “If you [action], I'll hurt you.”
- Aspirational threats: “I hope they die.”
- Threats of serious injury or death, even non-specific or metaphorical
- Kidnapping or abduction threats unless for awareness/support
🛡 Universal Protections
Everyone is protected from:
- Threats leading to death or serious harm
- Admissions of violent intent, unless contextualized (e.g., self-defense, law enforcement)
- Threats tied to sexual violence or torture
👶 Enhanced Protections
Private individuals, children, and protected groups are also protected from:
- Threats of low-level violence: “I’ll punch them.”
💣 Other Violent Content We Remove
- Hiring or offering violent services (e.g. mercenaries, hitmen)
- Weapon/explosive instructions with violent intent
- Glorification of rape or gender-based violence
- Threats of violence at sensitive locations (churches, schools, polls)
- Intimidation related to elections or voter suppression
🕵️ Coded or Veiled Threats
We also review hidden or indirect threats such as:
- Sarcastic or metaphorical threats tied to violence
- References to real or fictional violence: “Like in Movie X…”
- Storming places or bringing unspecified weapons
- Threats framed as retaliation (“They deserve it for what they said.”)
🗳 Election and Political Context
Specific to elections:
- Threats targeting election officials or watchers
- Intimidation at polling booths or vote-count centers
- Threats combining political claims with violent imagery
🛡 Self‑Defense Exception
We may allow threats of low-to-mid violence when:
- The threat is non-public (unnamed, non-public figure)
- It's in response to immediate real danger (home intrusion, physical attack)
- The response is proportional and reasonable
This exception is narrow. Broad, hypothetical, or non-proportional threats are still removed.
📌 Contextual Clues Strengthening Enforcement
- Target identity (e.g. a child or vulnerable person)
- Shared personal data that exposes someone to danger
- Evidence from user reports or public visibility
- Historical or cultural triggers for violence
When we see threats that fit this policy, we take action: ✂️ Remove content 🚫 Disable accounts 🚨 Report to law enforcement if there’s imminent risk.
😌 If you're unsure whether content crosses the line, report it. We investigate all reports thoroughly—together, we can keep kootumb safe and respectful.
⚠️ Dangerous Individuals and Organisations
To prevent real-world harm, kootumb strictly prohibits any presence—accounts, symbols, content—from individuals or organisations that promote or engage in violence. Our assessment considers behaviour both online and offline, focusing on connections to real-world violence and harm. We categorize these entities into two tiers to determine enforcement levels and content removal priorities.
🔥 Tier 1: High-Risk Organisations & Individuals
This tier covers entities directly involved in serious offline violence, terrorism, hate crimes, or large-scale organised criminal activity, including:
- Hate organisations advocating violence or discrimination against protected groups (race, religion, ethnicity, gender, etc.)
- Organised criminal enterprises, such as those designated by the US government as Specially Designated Narcotics Trafficking Kingpins (SDNTKs)
- Terrorist organisations or individuals recognised as Foreign Terrorist Organisations (FTOs) or Specially Designated Global Terrorists (SDGTs)
- Individuals or groups responsible for multiple-victim violence, serial murders, or hate crimes
- Entities espousing hateful ideologies inherently linked to violence, including Nazism, white supremacy, white nationalism, and white separatism
We strictly remove:
- All glorification, praise, or celebration of Tier 1 entities, including indirect or vague references that might suggest support
- Symbols, logos, or imagery representing these groups or their violent acts
- Content supporting or promoting violent events, including attacks, hate crimes, or mass violence incidents
- Any representation or impersonation claiming affiliation with Tier 1 entities, including pages, groups, profiles, or events
🏴 Tier 2: Armed Non-State Actors & Violence-Inducing Groups
This tier includes groups that engage in or prepare for violence primarily targeting state or military actors in armed conflicts, or those that incite or enable violence without yet committing serious harm, such as:
- Violent non-state actors targeting government or military forces but not civilians
- Militias, paramilitary groups, or conspiratorial networks advocating violence
- Hate entities engaging in repeated hateful conduct without direct violent acts
We remove:
- Glorification, promotion, or positive representation of Tier 2 entities or their leaders
- Material support, recruitment efforts, or facilitation of violence on behalf of these groups
📰 Allowed vs. Prohibited Content
Allowed content includes, if the intent is clearly non-supportive:

Content we remove includes:
- Ambiguous praise, slogans, or imagery without clear context or condemnation
- Coded or indirect calls to violence or support
- Content that glorifies violence or hateful acts in any form, including jokes or satire without clear critical intent

Glorification: Any content that legitimizes,
celebrates, defends, or aspires to be part of these entities or
their violent acts.
Example: “Joining Group X is an honor.” -
Support:
- Financial aid or fundraising calls (e.g., “Donate to the KKK!”)
- Recruitment or calls to join violent acts
- Sharing communications from these entities without condemning them
- Representation: Claiming affiliation or creating a presence for these entities on the platform (pages, profiles, groups, events, symbols).
🔍 Detailed Tier 1 & Tier 2 Classifications
Tier 1: Entities involved in terrorism, organised
hate crimes, large-scale criminal activities, mass violence
(including multiple-victim violence or serial murders), or espousing
hateful ideologies like Nazism or white supremacy.
Tier 2: Groups that engage in violent actions
targeting state/military forces or prepare and incite violence
without reaching Tier 1 severity. Also includes violence-inducing
conspiracy groups and less severe hate entities.
🛡 Context, Exceptions, and User Guidance
We encourage open discussion of human rights, history, and political critique as long as it does not glorify or promote violence or hateful organisations. Satire and parody are permitted only when clearly labelled and intended to criticize or mock.
🚫 Content that is ambiguous, lacks clear condemnation, or could be interpreted as supporting violence or hate will be removed by default.
💡 When unsure, users should add clarifying statements such as “I condemn this group” or avoid sharing content that could be misunderstood. Our goal is to keep kootumb a safe, respectful, and responsible platform for everyone.
⚠️ Coordinating Harm and Promoting Crime
To proactively prevent offline harm, violence, and dangerous behaviours, kootumb strictly prohibits any facilitation, organisation, promotion, or admission of involvement in criminal or harmful activities. This applies to actions directed at people, businesses, property, and animals. Our platform supports free speech, including debates about legality, and reporting harmful acts, provided these do not cross into endorsing or planning real-world harm.
❌ What Content We Remove
👥 Harm Against People
Exposing private or sensitive information (known as outing) can put individuals at risk of harassment, violence, or discrimination. Therefore, we remove:

Outing risk groups: Publishing identities or
locations of people alleged to belong to vulnerable or targeted
groups, such as:
- Members of outing-risk communities (e.g., LGBTQIA+ in hostile regions)
- Individuals connected by family or romantic ties to these groups
- Those professionally supporting these groups (e.g., advocates, lawyers), except political figures in public office

Undercover personnel exposure: Revealing the
identity or undercover status of law enforcement, military, or
security agents, particularly if the post contains identifiable
information like:
- Name, face, or badge
- Law enforcement agency or operation details
- Explicit statements about undercover roles
- Swatting: Coordinating or threatening swatting attacks — sending false emergency reports to provoke armed police responses — is strictly prohibited unless content is purely condemning, raising awareness, fictional/staged, or indicating redemption.
- High-risk viral challenges: Content that depicts, promotes, encourages participation in dangerous viral challenges (those with a history of causing physical or psychological harm) is removed unless clearly raising awareness or condemning the risks. Such content will be labeled to alert users.
🐾 Harm Against Animals
We aim to protect animals from abuse and exploitation. We remove content that coordinates, supports, or admits to harming animals, except in specific contexts:
- Raising awareness about animal cruelty or condemning such acts
- Showing redemption or remorse for past harmful behaviour
- Acts of survival or self-defence for humans or animals
- Fictional or staged depictions — except those showing staged animal fights or fake rescues, which are removed
- Legal and cultural exceptions including hunting, fishing, religious sacrifices, food processing, pest control, mercy killing, and bullfighting
Coordinating, threatening, or depicting staged animal fights or fake rescues are strictly removed unless clearly condemning or raising awareness.
🏚 Harm Against Property
Content that supports or admits to vandalism, theft, or destruction of property is removed except in:
- Context of raising awareness or condemning the act
- Fictional or staged settings clearly indicated as such
- Statements admitting to acts committed in self-defence or defence of others
- Depictions of vandalism related to protest contexts or street art/graffiti
- Positive discussion of vandalism or theft by others (e.g., praising looting) is removed to avoid promoting criminal acts
🗳 Voter and Census Fraud
Integrity in democratic and census processes is critical. Therefore, we remove:
- Offers or requests to buy/sell votes in exchange for money, gifts, or services — except when shared to condemn, raise awareness, report news, or satirize.
- Content advocating, instructing, or showing intent to illegally interfere in voting or census participation (e.g., voting multiple times, falsifying household data), except for condemnation, awareness, news, or satire.
⚠️ Sensitive Content Labels
Content depicting high-risk viral challenges shared with the intent to condemn or raise awareness will carry a sensitivity label warning viewers about potentially disturbing imagery or themes.
🛡 Additional Enforcement Notes
Enforcement of these standards sometimes requires detailed context or supplementary information. We remove content in the following categories, especially where harm or risk is involved:

Outing vulnerable individuals: Removing exposed
identities of people at risk such as:
- LGBTQIA+ members in hostile environments
- Unveiled women facing social risk
- Individuals wrongly labeled as sexual predators in sting operations
- Persons involved in sensitive legal cases with non-disclosure protections
- Witnesses, informants, activists, detainees, hostages
- Defectors verified by credible government channels
- Prisoners of war during armed conflict
- Deceptive or manipulated imagery: Content that misleads public perception of its source, especially if the depicted entity objects and if the image could cause public harm.
- Calls to block access to essential services: Including confirmed emergency vehicle blockages or obstructing others in ways that threaten their safety.
- Voter or census interference: Removing calls for coordinated actions that inhibit legitimate participation or spread false claims about legal consequences of voting/census participation.
- Threats combined with intimidation: Content threatening to monitor or intimidate voters, election officials, or post-election activities with violent or aggressive language.
💡 Guidance for users: When in doubt about your content, provide clear context or condemnation of harm, or avoid posting. Our goal is to keep kootumb a safe, responsible community.
🚫 Restricted Goods and Services
To encourage safety and deter potentially harmful activities, kootumb prohibits individuals, manufacturers, and retailers from attempting to purchase, sell, raffle, gift, transfer, or trade certain goods and services on our platform. We disallow any exchange or sale of drugs that may lead to substance abuse, as detailed below. Brick-and-mortar and online retailers may promote firearms, alcohol, and tobacco items available for sale off our platform, but visibility of such content is restricted for minors. Discussions about sales in stores or online retailers, advocating regulatory changes, and medical discussions on pharmaceutical drugs are permitted within policy boundaries.

Prohibited:

- Buying, selling, trading, donating, gifting, or requesting high-risk drugs.
- Admissions of buying, trading, or use without recovery/treatment context.
- Content promoting, encouraging, or instructing use or manufacture.
Allowed: Debates on legality, scientific or medical merits, and news.

At kootumb, we are committed to disrupting and preventing harm by removing content that facilitates or coordinates human exploitation, including human trafficking. We define human trafficking as the business of depriving someone of liberty for profit—forcing them into commercial sex, labor, or other activities against their will through deception, force, or coercion.
Human trafficking is a global issue that affects people of all ages, genders, ethnicities, and backgrounds. It takes many forms and involves complex stages of coercion and abuse. Because of the coercive nature of trafficking, victims cannot consent.
While distinct from human smuggling—which the United Nations defines as facilitating illegal entry into a country—there may be overlaps. Smuggling involves movement and is a crime against a state, while trafficking involves exploitation and is a crime against a person.

🚫 Hate Speech and Hateful Conduct Policy
At kootumb, we believe people communicate more freely when they don’t feel attacked for who they are. We do not allow hate speech or hateful conduct targeting individuals based on protected characteristics, which include race, ethnicity, national origin, caste, religious affiliation, disability, sexual orientation, sex, gender identity, and serious disease. Age is also considered a protected characteristic when referenced alongside another protected characteristic.
We also offer protection for refugees, immigrants, and asylum seekers from the most severe forms of hate speech, while still allowing discourse about immigration policies. In some contexts, other characteristics like occupation may be protected when mentioned with a protected characteristic. We also consider commonly used proxies for protected characteristics based on regional and cultural context.
We remove dehumanizing speech, harmful stereotypes, slurs, serious insults, and expressions of disgust or exclusion when targeting individuals based on protected characteristics. Our policy separates violations into two tiers based on severity.
